The "PUP" scope give is the camel's nose coming into the tent. All the TA says if not enough pilots "apply" they can hire retired pilots. What if they change the requirements to be a PI, ie "must have 20,000 hours in type to apply."???

Good point. There are probably lots of ways around that language. Heck, right now they have an open ended call for applications! Have they even specified how many positions need to be filled? Seems like a slam dunk to immediately claim that they're aren't enough applicants...then hire the retirees instead of the applicants they do have.
I bet this section takes effect immediately....not Jan2023. Got to go look that up!
