Captains has authority yes of course, but I have never been in a situation where the Captain re arranges the chairs, especially without everyone working together to agree on it. Did you catch the Landing Currency video? Jeff Brown says that the company can lump all FOs together in one pairing with no delineation between bunkie and flying positions. He said that an IT limitation has prevented them from doing this, but its been solved. He insinuated (understatement) that they will do so without the TA. I dont know how that muddies the water?
