Seems like a simple solution is sort of in our contract already, just needs a little tweak on the verbiage. Keep the annual bid, keep your vacation. All "UNFILLED" vacancies should be treated as such. If there are "NEW" vacancies then there is a need to run a supplemental bid. Otherwise, "UNFILLED" vacancies should be subject to those qualified (seat lock etc.) that have a standing bid submitted in seniority order. There should be no reason that a junior person should be assigned a base or seat ahead of someone else that has bid for it. Of course, you will lose your assigned vacation, but that's your choice.
