You're absolutely right. They definitely put the cart before the horse on that one. I'm not arguing that it's the right decision, just the fact that change is coming and we'll all be forced to adapt whether we like it or not. Shutting down their last nuclear power plant isn't such a smart idea right now either, but California politics often leaves you scratching your head.
