It is not a “1500 hour rule”. It has been a requirement for decades that an ATP have 1500 hours. It was made a requirement that the SIC have an ATP certificate (previously did not) and as they did so, they relaxed the standard for ATP by giving allowing fewer hours under certain conditions.
As to the international comparisons. They have NOT been accident free over this time frame. They just didn’t have their accidents in this country.
