DALPA maintains a pdf called the Scheduling Reference Handbook that is pretty close to what you’re asking for. The Scheduling committee has put out even further detail on specific topics like Payback Day usage, Holiday month bidding, AE bidding, etc.

Almost all of it is loaded on the iPad under ALPA. Good place to start and then you’ll fill in the knowledge gaps by trying each mistake once so you’ll “never do that again” :-)
