First question I don’t know the answer.
The withhold time is due to training on new equipment not base transfer. So same equipment but new base should not reset withhold time. Being withheld is based on training scheduling and how they can fit you in and the manning movement for future vacancies and new hire slots.
example: You’re a narrow body FO and transfer to a new base every bid; it does not reset your seat lock or incur a new one. You can bid a new base every vacancy without any “repercussions” to your training lock. Friend from my class lives in one domicile and was awarded CA slot to a commute 3 bids ago. He hasn’t started training and was awarded a CA slot in his home base with no change to his withhold time - the withhold is a dance between training and base manning.
