Explain the 5 years. Why 5? If you make $330K or less it's a moo point. What portion of the group will make more than that in 2023? When you get to those numbers you are going to taper for risk. Who this really affects is those making over the earnings limit. Those are precisely the people who will be shifting into income generation and capital preservation. $400K earners would have $11,200 worth of spill. Do you think that's a significant portion of their portfolios annually? I bet it's 15% of their allocation and that's probably low for income generating assets for the demographic. Remeber none of the limits are stagnant so the will gradually increase keeping the 15% consistent as they age.
