I'm within range, but know a bunch in my area over two. In less then ideal weather, or when known road issues are going on, a few captains and FOs have been spotted at my local Starbucks, library, or Costco killing some time. All in how you want to play the game. Biggest rule, if you break the spirit of the rule, don't get caught.

There is not a defined time for SC response. Period. The PWA defines SC as being "promptly available". Depending on traffic, weather, and other factors, promptly available may easily be excess of 2 hours. In addition, for co-terminal domiciles, you need only be promptly available to the closest airport.
The
only place 2 hours is mentioned is 22.S.7.b.exception, where you can be "non contactable" for the first two hours of SC, but are expected to be able report
immediately at the end of the 2 hours. This is primarily intended for commuters.
If it actually was defined, the company would have to enforce and discipline it. Neither side wants that.
Do not get in an accident. Do not get a speeding ticket. Get there "as quickly as you safely can". But also don't screw the rest of us over and be out of position, or report 3-4 hours later.
