If people actually filled out the surveys, they should have a good idea of what can be ratified and what cannot. If they send a turd, vote no. If it’s a complete slap in the face, vote no, and let the recall process commence.

EDIT: If the NC fails to send us something (too low), let that speak volumes about the company’s stance on what they deem as adequate. Company did this almost exactly 7 years ago, I’m not expecting anything different….
