That's a great theory, but practically speaking, I would guess that only about 5% of the pilot group is actively engaged in union politics whether it be running for a position or even voting. That can be borne out by looking at LEC meeting attendance. It isn't really bottom up. It is squeaky wheel which takes a back seat to the good old boy network, to wit: Hartmann
