But if a congressional mandate includes a modification large enough to have swung a vote from barely losing to significantly passing (as a week of paid sick leave would arguably have done, and which management negotiators held as a never item all along), that does ultimately look more labor-friendly than management friendly to me.
Ultimately time will tell if directly-affected rail workers and indirectly-affected Americans approve of what congress could impose. Good time to reach out to your congressional reps if you’re into that kind of thing.
Maybe, it depends on who writes the language. The grievances won't go before congress.
