I think you are conflating two different ways to drop a trip.
If you put a trip on the swap board only, I don't believe it shows in open time at all.
If you list a trip in PD in PCS and there is insufficient coverage, it shows in open time as "qualified" and does not go through unless someone WS's for your trip. This trip does not appear on the swap board unless you. post there as well.
If a trip is on the swap board, any pilot can pick it up at any time as long as there is not a FAR conflict. Their credit limit for the month does not come into play.
There is no credit limit applied to "swap with the pot" transactions in PCS either, but these are only processed during PCS runs.
A "qualified open time" trip can only be picked up as a WS, not as a swap with pot. All WS's are subject to the max credit pickup rule.
As someone else pointed out, the "just put through" option on the swap board just lets the picking up pilot know that they are free to take it, no contact needed and mostly contact is only requested when someone is requesting a specific trip for trade, not for a drop.
In summary, if you want the most chance of dropping a trip, list it as a PD so that people can see it in qualified open time, but also list it on the swap board so that pilots that would take it but are too close to pickup limit can grab it on the swap board.
