They can't really scale up the flying any time soon either. We are in the slow season and our fleet is close to maxed out. Mainline is picking up a lot of slack and a bunch of PNW routes are now SkyWest. So summer won't really increase the amount of flying except for aircraft deliveries that are trickling in.

Additionally, q400 transitions won't be complete until mid summer (done with OE, eligible to bid PBS), so the number of pilots in each seat/base will keep increasing until then.
What is the reason for taking so long to bid out of ANC, or do a lot of Horizon pilots live or base in ANC?
