Read the definition of "check" on your manual. On pretty much every Part 25 airplane, paint chips have to be checked by a mechanic to make sure they are of size and shape that is acceptable.
Tell me where bonding straps and paint chips are part of the checklist. What about weeping rivets?

Nobody said a dead body but opening a cowling to try and find a grounding item isn’t there either.
