it clearly did not come from the Company as they needed time to think it over. The. Educator does not negotiate - he could suggest but only one of the two sides can actually make a proposal and it wasn’t the company. So maybe PM is being coy saying “it wasn’t my idea” but he did in fact propose it
So, the mediator has an idea and makes a suggestion on how to move things forward. The NC says they are willing to explore that idea, so that makes it the NC's proposal? Come on man! It was the mediators idea, he proposed the idea. The company is mulling it over the same way that the NC is. Both sides are seeing if it will work.
