Not west coast based, but I seem to recall used to be LA included the co-terminal airports for SC “promptly available” purposes, as NYC does. But then that changed. Anecdotal, so take it for what it’s worth, but I’ve flown with people who received CPO calls after responding to shortcall assignments from San Diego and hiring traffic.
