That is probably how most people view it as well, but it was still a large enough concern for some people that elimination of involuntary FSB is an open item. I think that this is a bigger thing for locals who are more likely to subject themselves to reserve and don't want to drive to the airport. I'll never sit reserve as a commuter again, but preferred FSB to SC when I did it.
