There is a difference between what is legal and what they will use to drive you bankrupt fighting them.
It's pretty clear that it says competes against Republic on those routes. The only other airlines that compete against republic on any route are other regionals. Heck, it's not even Republic's route, it's the mainlines route. Republic doesn't sell tickets to even compete for the public to begin with. They compete against other regionals for CPA agreements from mainlines to fly where ever they are told. Not on any specific route.

Seriously; read their own definition in the agreement of what competing means. If you take it verbatim, the only airlines competing are other regionals.

That said. I would not want to be the test case on such a loosely worded agreement.
