This is simply not true, very far from it, in fact about half your silly number of 18 Captains per airframe. Delta has 1,095 (roughly) Captains in the top pay scale (which includes the 765), look it up, easy info to find. 1,095 / 118 aircraft is about 9.5 captains per plane. They do require 2 full crews if over 12 hours. But Delta doesn’t have that many flights over 12 hours, and anything between 8 and 12 (lots of those), requires just one relief FO.

Both Sailingfun and Fangs15 are Delta pilots who know the staffing far better than non-Delta pilots. I wouldn’t dare speak with such confidence about a company I didn’t work for, especially when discussing with people who actually know.
For what it’s worth, both their answers are consistent and correct. It is about 3000 pilots being paid at the top pay banded rate.
