Pretty sure they are referring to the initial bid of vacation, most you can do per round is 2 weeks. Sure you can bid round per round to put them all together (to varying success) but not all at one time.
Take a look at the vacation wide report. There are pilots with 3-5 weeks for their PVAC. This is different than a pilot bidding adjoining weeks in separate cycles, as those would show separate PVAC/SVAC/etc blocks. You can bid for all 35 days of your vacation in the first round, assuming all 5 weeks are available.
