Yes to all that. There is no difference in how a OOBGS and a GS pay, or give PB days. The only difference is the order they are offered (in base GS is before OOB) and the separate “counter” for each. Also IA is a separate “counter” from GS and OOBGS, and works exactly like a GS (with respective differences for Reg and Res), except there is no “trigger”.
It is a very minor nuance, but an OOB reserve GS always pays above reserve guarantee on the first day, even if that day is a LC day, whereas an in base GS on a LC day only pays that day above guarantee if it is an early report/less than 18 hours (F code in icrew).
