Your question doesn't quite make sense. If you are on SC you cannot be given a SC assignment that requires rest before reporting. While you are on SC you can be assigned a rotation beginning as early as 18 hours after the end of your SC period, but that would be a LC assignment. If scheduling desires they can shorten your SC period to give you the 18 hours between SC and your assigned rotation.
We'd need more details of what exactly scheduling is trying to do. If they want to put you into rest in base for less than 18 hours and then have you report for a trip then that is a completely illegal assignment.
