I don’t know about you, but I don’t want to be sitting next to someone who doesn’t have the skill (potential at least) or the desire to be a captain. There’s a reason there are two pilots and when the feces hits the fan I need know the person next to can/wants to step up.
Someone who doesn’t have the skill (potential) to be captain, shouldn’t hired in the first place and someone who doesn’t have the desire should be fired for being a slack ass who wants to put all the responsibility on the other person and just collect a check.
