The green slip that would have gone to pilot #6 now goes to pilot #71. I see it almost every day in my category.
And in your example, the only people who could have even been called for a GS were the top 5% of the seniority list. That was the whole problem with a batch size of 1. And it absolutely handcuffed commuters, especially those junior to 15%. If you need an hour to decide to do a GS, you either don't need a GS or need to set parameters for things you can do.
