Is there anything to your commuter policy other than what I can see in 25.O? Because while that isn't a bad commuter policy, it isn't mind-blowing or even necessarily better than JB's. JB has an option to have *one* flight to base where I see yours requires two under all circumstances.
Picking up out of base allows pilots who would not normally have the seniority to be lineholders in one base bid to another and pillage open time from pilots senior to them. If you want to work trips out of base XXX, bid base XXX instead of base YYY. Additionally, the more OT left over the more opportunities for 200% pay for pilots in the base they bid for. It is selfish and short-sighted to push for out-of-base trip pickups.
