With a job fair, it's an applicant directly making the connection to a Hiring team member.
I'd do either. I can see your point. I can only speak for DEN. I do recall getting a company email from DEN CPO saying they had openings for meet and greets and outlined the process. When I recommended my guy I emailed the CPO, the secratary emailed me back the next day asking for a copy of my guy's resume which I sent that day, and the next morning she emailed me back with a list of appointment dates/times. It was that easy.
