Would now be a good time to submit the app to UA? Biggest question is whether its an updateable application, as I'm obviously not competitive yet and I plan to update my hours and employment as those change to be more competitive going forward. But I also don't want to submit it if it's not updateable and might wait until I'm more competitive..?
The app is always undateable right up to the point it gets pulled for review.

As posted above, generally move up whenever you can. Regardless of whatever koolaid rah, rah, attempt to keep pilots from leaving emails that management may send you, SkyWest to a LCC or ULCC is not a lateral or sidestep move. SkyWest is a regional. The LCCs and ULCCs are majors. They may not carry the same prestige as working for one of the legacy carriers or Southwest, but they are majors nonetheless. Where would you rather be stuck if/when the music stops before you get your dream legacy job?

It will be easier to get noticed from a competitor than a feeder, but only if you apply. I've got a buddy who just hit 1500hrs finished frontier indoc and type rating and got an interview invite from AA...
