The membership just needs to vote representatives that vote in the change. Elect better candidates and demand that they follow through on their promises. 'One and done' them unitl the majority rule applies. Or...just realize that it's just not that important to the majority.
Current reps decided to fleece new hires, instead. They now have to pay dues, because they get the privledge of voting now, with no union protection. It's a joke.
