The wing commander at Mountain Home AFB had to publish a new read before flying with a rule stating "Nellis AFB will not be briefed as your primary divert option" after pilots were diverting there just because it was listed on the officially suitable divert airport list. It doesn't take too many egregious clown acts before someone shuts down the circus.
