If not released prior to sign-in, whether you personally "sign-in" or not, then yes, it would be illegal. Then again we have guys who love to reach out to scheduling and work their own reroutes sidetracking the PWA, so nothing would surprise me. Yes, I understand one is a CFR violation and one is likely only a PWA violation, but if you're willing to do one, you're like willing to do the other for a little extra coin.
