I think the bottom line here isn't what R period you have. It boils down to having an actual trip assigned prior to starting your commute. If you're just commuting in to start an R-day with no assignment, you're not going to be covered under NH-NF.
The above is the impression I was always under although I'm unable to find language to that affect in the contract?
