Those planes were specifically designed to evade our scope clause. The fact that they aren’t operationally useful right now is a testament to the original scope language, not a reason to change it.
UAL could fly as many of the 550’s as they want at any weight they want if they just put United pilots in them.
Alternatively, they can count them as the “large RJ’s” they were originally designed as and upgauge some 175 flying to mainline planes.
