It is hard for Americans to understand negotiations in some parts of the world:
  • Compliance is at the convenience of the locals
  • Locals come first ... & last
  • Relationships matter more than contracts
  • There is no efficient, fair, judiciary
  • If you put your money in expecting something in return - that is just not how it works
  • Expecting contractual compliance after you spent your money is "arrogant" ... and arrogance justifies non-compliance
What you have to do is meter the money. You have to make small deals, monitor them and then pay for completed projects. You may have to negotiate w/ and pay subcontractors separately. It is A LOT of time, a lot of work and can be a lot of fun.
actually sounds a lot like union/mgmt relationship…
