More likely it will reduce passengers that Delta carries. You would need to know if additional slots for Delta to Mexico can be obtained and if those slots are enough to offset the feed into Delta flights AeroMexico generates.

While I’d like to agree with you, AMLO has astonishingly high approval ratings and his party keeps gaining offices/seats, not losing them. I’m not so sure that his successor won’t be cut from the same cloth and even possibly more “progressive.”

From someone who knows Mexican politics decently well, Sheinbaum is a progressive type, but more open for business than AMLO. We will see, but he thinks it’ll be an improvement.

The original grant of anti-trust immunity was conditional on the Mexican government playing fair with MMMX slots. At that time there were plans to build a big new not-slot-constrained airport. The new populist Presidente' ran on an anti airport, anti-airplane platform. He parked their head of state 787 and canceled the airport construction (not finishing it cost billions). Since then Mexico has continued trying to limit MMMX flying, starting with a ban on cargo operations. I have not followed the slots, but apparently the US has not been getting its fair share.
Thus, due to violations of the bilateral trade agreement, the US government has withdrawn the conditional ATI grant.
