The original grant of anti-trust immunity was conditional on the Mexican government playing fair with MMMX slots. At that time there were plans to build a big new not-slot-constrained airport. The new populist Presidente' ran on an anti airport, anti-airplane platform. He parked their head of state 787 and canceled the airport construction (not finishing it cost billions). Since then Mexico has continued trying to limit MMMX flying, starting with a ban on cargo operations. I have not followed the slots, but apparently the US has not been getting its fair share.
Thus, due to violations of the bilateral trade agreement, the US government has withdrawn the conditional ATI grant.

The loss of marginal Mexican ticket buyers, plus the reduction in ticket prices, is not likely to appeal to Delta network folks.
It is hard for Americans to understand negotiations in some parts of the world:
- Compliance is at the convenience of the locals
- Locals come first ... & last
- Relationships matter more than contracts
- There is no efficient, fair, judiciary
- If you put your money in expecting something in return - that is just not how it works
- Expecting contractual compliance after you spent your money is "arrogant" ... and arrogance justifies non-compliance

This helps American Airlines and hurts everyone else. American does a sitty job of revenue management. Prices will be lower.
