STL isn't going to raise any fees without Southwest signing on to them at this point. Basically everything that comes up in any commision meeting that would have to do with fees is; Are the airlines on board? and mostly focused on if Southwest is on board. Nothing gets done anymore for the most part, that would have an effect on airlines, without their sign off.
