You can still bid the first day of the Bid-month as an X-day without regard to the prior month,
but if you get coverage on that day, or don’t bid it as an X-day, then PBS will
then look back and enforce the 3-99-5 rules across the months if the last day(s) is a LC day.
It’s a solid strategy to “strand” a single day, or two, at the end of a month. I do it all the time.

Not 100 percent sure but I believe the ambiguity is removed when doing the beginning of the month. For example if you end the month prior on a single reserve day, you can do a block of 2 to start the next month. However you couldn’t end the month prior on X days and do less than a 3 day block start the month.
