The FAR 117 Guide in aerodocs seems to explain what rest is not: "Time spent on long or short call or performing any duty ...is not rest."
So calling a fatigue-driven rest period a LC period for PWA purposes is dubious, unless as tennis and DWC point out, your rest window happens to exceed 23:59, and the rest period morphs into a non-fly day.
