Happens all the time at airports that are gate critical. SAN and SEA towers absolutely know the status of our gates. They may not always tell you, but they need to know that you aren't going to clog up an alley as soon as you get off the runway. Actually, IAD tower knew my gate today and told me it was open before handing me over to ground.
