Regarding sit pay, CS is correct. Has to be between consecutive flight or deadhead segments. Additionally, it only applies "as scheduled". Delays (or early arrivals) do not affect sit pay. Also, you're not really sitting "without pay" as you're still getting some combination of ADG, DTY, MCD, etc credit towards RSV guarantee.

As for release in base, the request to be released has to be made at the time the reroute is acknowledged.
