My understanding was the first 10 hours are officially rest. You can't break rest except with a slip that essentially says you are rested for XYZ assignment and are asking for that assignment. This one hasn't been an issue for me because I preference the later SCs. Happy to be corrected but if needed doesn't constitue a specific request.
It is not rest if you YS a rotation or SC that reports before 10. In that case your pre-rotation 10 hours of rest is carried over from your day off up until report time.
