Text definitely not. The CNO call will leave a message. If you are contactable (LC) I think it does but you can say you did not receive it timely and delay it 2 hours. Nothing definitive in 24-03 as it applies to SCs.
this is why we should have never allowed CNO to be legit notification for anything! Opinions vary wildly and nobody actually knows what’s going on.
