Absolutely. A very quick "welcome aboard", like 10 seconds long, is plenty. And why is it that some people will get on the PA halfway through a red-eye in order to give a full weather briefing at the destination? Just why? For the love of all that is holy, make your PA on guard instead and let your poor passengers sleep...
