I would wager the cost of idling, waiting for a gate/rampers/ramp congestion costs wayyyyy more than me running the APU to keep the airplane comfortable for myself and anyone who is in it. Fix me waiting 30-45 minutes for a gate once a trip and I'll start worrying more about my apu usage.
Rode home the other day in the back of a 321 and it was stifling hot at the gate. Didn't get much better in cruise either. Noticed CA was an LCA and I think he took the whole limit APU usage a bit too literal. Was immediatley shut down at the gate on arrival as well before even a 1/3 of folks had deplaned. Terrible.
