As for work permit,
I got out of the USAF in Germany and just up and moved to CZ. I used contacts that I made in the AF plus i was slinging drinks paid under the table for a few months to build new contacts as well as work the older ones I had. I also volunteered at a local airport in Prague and was able to start flying on a validated PPL. I was able to get the work permit through these contacts. It was relationship building that took time and money.
This was just my way but it worked.
I had finished the ATPL writtens while in Prague but started them while in Germany.
