Did he/she try to do it more than 10 hours before report? If so, the company has said you gotta wait. Whatever. But if its within 10 hours its a pretty simple call. "I am fatigued, I will be rested and ready at XXXX." No explanation or excuse needed, and I have yet to hear of a DP trying to "reject" the call except when a pilot proceeds to offer too much info beyond the aforementioned statement.
