PCS can award them so unless there is some programing limiting them, then they should be awarded. Once awarded they can't be removed unless by mutual consent. If you are on #7 I doubt you will consent to it being removed... or #8 etc. You have 16 on call days so that would be the only limit I see. If they are avoiding pilots who bid for them in order and give them to someone who didn't that's a violation.
