You're quoting from an
exception to 23M2, referring to MAC rotations. Not applicable to this situation*.
*EDIT: Even if your rotation is a
MAC rotation beginning with an offline DH, it still doesn't apply the way you're hoping. The clause allows them to cover it early, provided the 4 PCS runs have passed.
