Oh ya, when I was junior I maximized the use of the APDs, IVDs, PDs and swaps to get the days off I wanted. I always set the APD and let it ride. If he's saying that scheduling is only allowing APDs to work if it's 100% over holidays, then I guess his statement makes sense. However, I've seen situations where that wasn't the case because an APD was processed after sitting for weeks, coverage was never close to 100%, but was over 25%. I could be missing a point here, but an absolute statement that if an APD worked, then a PD would work, is confusing to my caveman brain lol.
The question I have is, if you're crew scheduling, why would you ever suddenly permit an APD if coverage is not above 100% if you don't have to?
